Who needs a license?

To get your Drivers License, you need demonstrate satisfactory operation of a motor vehicle and clear any physical or mental examination the DMV may find necessary to gauge your ability to operate a motor vehicle safely.
International Drivers
If you have a valid foreign driver’s license with an international driving permit, you can drive in Pennsylvania for a period of up to one (1) year. However, an international license holder has to obtain a Pennsylvania license after moving to the state for permanent residency or full time job. Vision test, written test, and driving test are required to be able to obtain Pennsylvania driver’s license. If you are from France and Germany with a valid license, you are exempt from knowledge or road test. But vision test is required.
Teen Drivers
If you are under 18 years of age, your parent, guardian, or spouse who is 18 years of age or older must complete and sign the Parent or Guardian Consent Form (DL-180TD). If you are under the age of 18, you are required to complete at least 50 hours of behind-the-wheel skill-building before taking your road test. This training will help teach you the skills necessary to become a good, safe driver.
Prepare for written exam
Pennsylvania DMV requires all applicants to pass a knowledge test with questions on Pennsylvania traffic laws, road signs, and rules of safe driving. Documents needed for establishing identity:

Birth Certificate issued by state or federal authority
US Passport/ Resident Alien Card / Valid Foreign Passport with a valid United States Immigration Document
Social Security Card
Proof of residence address, such as a bank statement, utility bill, or pay stub.
Payment for application fee
Applicants transferring an Out of State driver license must present their Out of State driver license, Social Security card (or one of the other acceptable documents for social security number) AND one other form from the “Primary Listing”.
Driving practice:
After getting your permit, when you start learning driving, you must be accompanied by an experienced driver to supervise your driving. You must be accompanied by someone at least 21 years old with a valid license. If accompanied by spouse, guardian or parent, they must be at least 18 years old. Your supervising driver must be seated in the car on the passenger seat next to you
